Vacant/Side Lot Program

Homeowners with vacant properties adjacent on either side of their owner-occupied homes will have the option to purchase a Richland County Land Bank property as per the current pricing guidelines.

Rehab Program

The Land Bank may offer properties with structures that do not have demolition orders to qualified owner occupants. Board of Directors will determine the price based upon, but not limited to, location, condition, and Land Bank funds invested into property. Recording fee will be added. Land Bank Board of Directors will consider offers on a case by case basis.

The Land Bank will provide perspective owner occupants and contractors access to the interior and exterior of the property for inspection and estimate purposes, after the applicant has shown proof of credit worthiness. The Land Bank will also provide a written property inspection by an independent contractor. Plans and cost estimates must address issues contained within the property inspection.

Property conveyed to Owner Occupant(s) will be SUBJECT TO THE FOLLOWING RESTRICTIVE COVENANTS, Grantee shall retain and remain in sole ownership and use property as primary residence for a minimum of (5) years from the date of Deed recording or be subject to forfeiture by Grantor.

ALL REHAB PROPERTIES SOLD “AS IS”. Bidder was given a full and complete opportunity to conduct its own investigation as to any matter, fact or issue that might influence Purchaser’s decision to accept the Property from Land Bank. Accordingly, Highest and Best Bidder as determined by the board shall accept the Property from Land Bank without any representations, guarantees, or warranties whatsoever regarding the Property. The Property is accepted “as is, where is” and “with all faults” Whether visible or hidden.

Perspective owner occupants must provide the Land Bank the following to qualify:

  • Completed application for rehab property
  • Written request for property
  • Written plan for rehab
  • Plans
  • Specs
  • Cost Estimate
  • Project timeline
  • Proof of rehabilitation financing
  • Contractor information
  • Proof of insurability upon rehab completion
  • Proof of sustainability income

All perspective applications must be complete and include all of the information requested before being considered by the Board of Directors. If two or more owner occupant applicants are interested in a property, all perspective purchasers will be notified by mail. At which time, they will be asked to submit their best and highest bid within 10 days from the date of mailing. The property will go to highest bidder. All bid amounts will be confidential until after the 10 days have expired.

Owner occupants must sign and certify that they will occupy the property as their primary residence for a minimum of 5 years.

Non Profit Organizations

Transfer of property to Non-Profit entitled for Non-Profit uses will be offered at a discounted price of 25% off of Fair Market Value(based on letter of opinion from qualified realtor). Property conveyed to Non-Profit is SUBJECT TO THE FOLLOWING RESTRICTIVE COVENANTS, and Grantee by its acceptance of this Deed agrees that: Grantee shall retain and remain in sole ownership of the property and property will be used solely for non-profit use for a minimum of (5) years from the date of Deed recording or be subject to forfeiture by Grantor.
