Available through the Land Bank

All properties listed are forfeited to the State of Ohio through property tax foreclosure. Ohio Revised Code Chapter 1724 allows the Richland County Auditor to transfer forfeited properties to the County Land Bank. These properties are not owned and/or maintained by the Land Bank until the Land Bank makes a request to the County Auditor to transfer said property. The Land Bank may not request the deed until the end user has been identified and the end user’s application has been approved by the Board of Directors per our Distribution Guidelines.

Definition of Forfeiture: The surrender of entire interest in real property without compensation as a consequence of none payment of property taxes. The forfeited property remains in owner’s name until County Auditor transfers deed. Reference Ohio Revised Code 2981.

In keeping with our Mission to make a positive, sustainable impact on our community by strategically acquiring vacant and abandoned properties, reducing blight, and returning properties to productive use, improving the quality of life for county residents as of January 1, 2020 priority will be given to new development (the process of building something new or more advanced) creating responsible and sustainable growth with the widest range including but not limited to housing, economic, commercial, industrial, urban farming, and recreation opportunities.

Residential lots with condemned structures – Structures will be demolished and lot will be greened before transfer has been completed at no additional cost to the purchaser per the Land Bank guidelines. THESE PROPERTIES ARE NOT AVAILABLE FOR REHAB.

Residential Side Lots without a structure – Sold as is, where is.

Historic Rehab Properties with demo orders – City Planning needs to approve transfer prior to the Land Bank transferring property, and applicant understands that applicant must comply with City of Mansfield Codified Ordinance 1335, as well as comply with the Land Bank’s Rehab Policy and Procedures. Property conveyed to Owner Occupant(s) will be SUBJECT TO THE FOLLOWING RESTRICTIVE COVENANTS, Grantee shall retain and remain in sole ownership and use property as primary residence for a minimum of five (5) years from the date of Deed recording or be subject to forfeiture by Grantor.

Rehab Property – Applicants must comply with the Land Bank’s Rehab Policy and Procedures. Property conveyed to Owner Occupant(s) will be SUBJECT TO THE FOLLOWING RESTRICTIVE COVENANTS, Grantee shall retain and remain in sole ownership and use property as primary residence for a minimum of five (5) years from the date of Deed recording or be subject to forfeiture by Grantor.

Commercial Properties – Applicants intended use must comply with zoning. Usage must be approved by Codes and Permits, as well as comply with the Land Bank’s Rehab Policy and Procedures. If there are demo orders, City Planning needs to approve the transfer prior to the Land Bank transferring property, and applicant understands that applicant must comply with City of Mansfield Codified Ordinance 1335.

Non-Profit Organizations – Property conveyed to Non-Profits are SUBJECT TO THE FOLLOWING RESTRICTIVE COVENANTS, and Grantee by its acceptance of this Deed agrees that: Grantee shall retain and remain in sole ownership of the property and property will be used solely for non-profit use for a minimum of five (5) years from the date of Deed recording or be subject to forfeiture by Grantor.
